I think this is some regional flag from Sweden.
It was being flown by an old guy who was serving up reindeer sausage sandwiches, home-made from his own reindeer.

In France there’s ‘Bleus De Travail’, which used to be navy blue and are now a bright fluorescent / sky blue.
Noticed these in Italy, with red pocket piping.
